What Are Administrative Penalties (Also Called Penalty Orders)?

An Administrative Penalty is a money fine given by the government when someone breaks a rule or law. You don’t have to go to court to get this fine—it’s sent to you directly.

In 2022, Ontario made a new rule called Ontario Regulation 355/22. This rule lets towns and cities give out fines (called Penalty Orders) when drivers are caught speeding by special cameras called Automated Speed Enforcement (ASE) cameras.

How It Works in the Town of Shelburne

Shelburne uses the Administrative Penalty System for its ASE program. This means:

  • If a camera catches a car speeding, the owner of the car gets a fine.
  • The fine is sent by mail.
  • The owner has 30 days to pay or ask for a review.
  • These fines do not go to court—they are handled by the town and reported to the Province.

 Important: Car owners must make sure their address is correct with the Ministry of Transportation. Tickets are mailed within 23 days and are considered received 7 days after mailing.
