P2025-03 DPS 17/01 and DPC 17/01 – 600 Main Street East – Centreville (Shelburne) Inc. “Ravines Edge” Final Approval

The Centreville development is ready for final approval for the Plan of Subdivision and Plan of Common Elements Condominium.  Council authorized the approvals provided the Clerk receives any remaining items no later than May 30, 2025.

Report LS2025-01 Administrative Monetary Penalty System (AMPS)

The report updated Council on the status of the Administrative Monetary Penalty System Project (AMPS). By-law 09-2025 outlined the adjudication process, from ticket issuance to resolution, and includes both parking and non-parking penalty amounts.

The bylaw also incorporates the current and prescribed set fines, previously approved by the Ministry of Attorney General. These fines are now designated as administrative penalties under the AMPS bylaw.

Report LS2025-02 Automated Speed Enforcement Update

The report updated Council on the status of the Automated Speed Enforcement Program.

The intent with the ASE program is that it will promote compliance in high traffic areas and change driver behavior. The program requires the town to establish it in accordance with provisions contained within the Traffic Act. Automated speed cameras can only be placed on roads where the speed limit is less than 80 km/h and where selected roads fall within community safety zones or school zones. Notice must be provided to users of the road system, and prescribed signage is mandatory. A 90-day notice is required to be given to users of the system. The approved by-laws establish and implement the system while also entering into the required agreements with the Province of Ontario to run the program.

Memo from the Arts, Culture and Heritage Committee regarding Naming of Municipal Laneways

Council received and approved the suggested names of Townsend Lane, Sawyers Feed Mill Lane, and Rose Lane for the municipal laneways, as identified in Appendix A of the memo from the Arts, Culture, and Heritage Committee.

The Arts, Culture, and Heritage Committee has decided upon three names for the final municipal laneways in Shelburne:

  1. Townsend Lane: Named after Harold and Lucy Townsen who were both WWII veterans and served the community in many ways.
  2. Sawyers Feed Mill Lane: Named after the Sawyers Feed Mill, which operated on Adeline and was established in 1957.
  3. Rose Lane: Named after John Rose, who researched and wrote "The History of Shelburne," published in 1974.

Upcoming 2025 Council Meeting Dates 

March 10 & 24, April 14 & 28, May 12 (virtual) & 26, June 2 (virtual) & 23, July 14 & 28, August 25, September 8 (virtual) & 22, October 6 & 27, November 10 & 24, December 8.
