Committee of Adjustment

Planning Report P2025-10

The Committee of Adjustment received and approved Planning Report P2025-10 from the Town Planner regarding Application for Minor Variance A25/01 CP REIT Ontario Properties Ltd. 101 County Road 11.

Regular Council Meeting

Proclamation and Flag Raising - International Day for the Elimination of Violence Against Women

Mayor Wade Mills on behalf of Council proclaimed November 25 as the International Day for the Elimination of Violence Against Women. The flag raising will be held Monday, November 24, 2025 at 11:30 am.

Planning

Planning Report P2025-11

Council received Planning Report P2025-11 from the Town Planner regarding Application for Zoning By-law Amendment (Z25/02) 114 Main Street West D+H Architects Inc.  Bylaw #48-2025 was approved subsequently rezoning 114 Main Street West from Downtown Commercial (C1) to Downtown Commercial Exception 4 (C1-4).

Planning Report P2025-12

Council received Planning Report P2025-12 from the Town Planner regarding Hyland Village (Tribute (Shelburne) Limited) Subdivision Final Acceptance.  The subdivision is now  assumed by the Town.

By-laws

By-law 45-2025

Council approved By-law 45-2025 being a By-law to establish development charges for the Town of Shelburne.

By-law 46-2025

Council approved By-law 46-2025 being a By-law to establish development charges for the recovery of growth related capital costs for wastewater treatment services for the Town of Shelburne.

By-law 47-2025

Council approved By-law 47-2025 being a By-law to enter into an agreement with Intelivote for 2026 municipal election providing for electronic voting services.

Reports

Report FS2025-12

Council received Report FS2025-12 from the Director of Financial Services/Treasurer regarding the September 30, 2025 Financial Report and authorized the Treasurer to make year-end transfers to and from reserves as necessary. These transfers will close completed projects and allocate unspent funds collected from taxation to ensure unfinished 2025 projects can be completed in 2026.

Report FS2025-13

Council received Report FS2025-13 from the Director of Financial Services/Treasurer regarding 2026 Water & Wastewater (Sewer) Budgets and approved the 2026 Water and Wastewater Operating and Capital Budgets.

Report LS2025-12

Council received Report LS2025-12 from the Director of Legislative Services/Clerk regarding the Committees of Council Review and Transition. Council directed staff to dissolve the following Committees of Council effective January 1, 2026:

  • Arts, Culture and Heritage Committee
  • Canada Day Festival Committee
  • Diversity, Equity and Inclusion Committee
  • Economic Development Committee

Council further directed that a new volunteer engagement and participation structure be developed and implemented by May 2026 to ensure continued volunteer opportunities and involvement. Council also expressed its appreciation to all Committee members for their contributions and dedication.
