Planning Public Meeting

A Planning Public Meeting was held regarding Town-Initiated Zoning By-law Amendment (File No. Z25/03) Medical Uses and Downtown Private Rights-of-Way / Shared Parking Access.

Council received the report P2025-09 and approved bylaw 39-2025, being a by-law to amend Zoning By-law 38-2007, as amended, by adding new provisions to permit a Medical Office in the Employment (M1 and M1-F) Zone for specified properties and establishing parking and access regulations for the Downtown Commercial Zone (C1), be approved.

Presentation from Gracison Developments Incorporated regarding Request to Maintain Servicing Allocation 600 Main Street East, Shelburne.

Council re-established water and sewer servicing reserve of 43 m3/day for the Stage 1 area for the completion of the residential development of 600 Main Street East.

Reports

Report ED2025-03

Council received Report ED2025-03 from the Economic Development Officer regarding Commissary Kitchen Project.

Report FS 2025-10

Council received Report FS 2025-10 from the Director of Financial Services/Treasurer -  Budget Framework.

Council also directs staff regarding the Draft 2026 Operating Budget to:

1.      Prepare a Draft 2026 Operating Budget to include an overall tax rate increase not to exceed 5%.

2.      Include the following positions two (2) new positions of Full Time Payroll and Benefits Coordinator and a full time Operations Labourer for Parks starting Q1 2026.

3.      Allocate a portion (if necessary) of the estimated savings recognized from the transition to OPP to maintain a maximum of 5% tax rate in 2026 and allocate the balance of the estimated OPP contract savings to an unrestricted reserve

Report FS 2025-11

Council received Report FS 2025-11 with respect to the Municipal Ice Storm Assistance Program (MISA)

Council requests assistance under the Municipal Ice Storm Assistance Program and gave Carey Holmes, Director of Financial Services/Treasurer authority to verify and attest to the accuracy of the application package to be submitted.

Request for Waiving of Fees

Council approved the request from the Shelburne Kinsmen Club for the waiving of $140 of fees for their toll gate event at the three sides of the Main/Owen Sound St. intersection October 13, 2025.

By-laws

By-law 40-2025

Council approved By-law 40-2025 to designate a section of Highway 89 within the jurisdiction of the Town of Shelburne as a pedestrian crossover.

By-law 41-2025

Council approved By-law 41-2025 to authorize Council to execute an agreement between the Corporation of the Town of Shelburne and Integrated Maintenance and Operations Services Inc (IMOS).

By-law 42-2025

Council approved By-law 42-2025 appointing Municipal Committee and Board Members for the 2022-2026 Term of Council.

Communications

Item#3

Council discussed the correspondence from Walter Lenz regarding Traffic on Gordon St. Staff will bring forward a report with considerations in the future.

Item #5

Council passed a resolution in support of the Township of Melancthon resolution regarding the Future of Natural Gas Expansion in Ontario.

Item #11

Council made a motion in regard to Automated Speed Enforcement.

Meetings commence at 6:30 p.m.
