Shelburne's Chief Administrative Officer (CAO) is Denyse Morrissey.
The Chief Administrative Officer (CAO) is appointed by Council. It is the CAO's role to assist Council in setting the direction of the Town by providing guidance and advice based on best practices and emerging trends in municipal government.
The CAO directs and co-ordinates the general management of the business affairs of the Town, in accordance with the by-laws, policies and plans approved by Council, to ensure the delivery of quality services and facilities.
The CAO oversees all departments and is responsible to ensure that services and programs are developed and implemented to meet the changing and evolving needs of the community, while ensuring fiscal responsibility. The CAO is also responsible for ensuring Town staff provide a welcoming, courteous and professional culture of public service excellence to our residents, visitors and businesses. The CAO is also committed to ensuring the Town works collaboratively within the community, with other Municipalities and other levels of government.
Optimus SBR previously partnered with the County of Dufferin to conduct a comprehensive Service Delivery Review (SDR). Prior to the County SDR, the Town of Shelburne had planned to conduct its own SDR. It was decided at the time that the Town’s SDR would follow the County SDR. An application was made, and funding received from the Provinces Municipal Modernization Fund, seeking third party support to explore opportunities to enhance service delivery in the Town. The Town of Shelburne received funds from the Municipal Modernization Fund to explore opportunities to enhance service delivery in the Town and explore implementation considerations associated with the recommendations previously developed through the County SDR.
