In March 2019, the Ontario government passed the CSPA as part of the Comprehensive Ontario Police Services Act, 2019. On its proclamation date of April 1, 2024, the CSPA replaced the Police Services Act. The CSPA is intended to modernize policing and enhance community safety in Ontario.
Under the CSPA, effective April 1, 2024, the Shelburne Police Services Board became the Shelburne OPP Detachment Board. The Board is one of the four OPP detachment boards in Dufferin County following the Ministry’s consolidation of Dufferin OPP detachment boards from eight to four under O.Reg. 135/24. In conjunction with that consolidation, the Board’s membership was increased from five to seven members and the composition of Board membership has changed (see below).
The Board is a civilian body that oversees the Shelburne detachment of the OPP and draws its authority from the CSPA and regulations.
Section 68(1) of the CSPA sets out the role of the Board in OPP oversight.
The Board's seven members serve on a part-time basis. Under O. Reg. 135/24 three Board members are Town Council members, three are community members appointed by Council and one is appointed by the Ontario Government (provincial appointee).

The Board and the Shelburne OPP Detachment are committed to working with the community to promote safety and security for all residents of Shelburne and Dufferin County and our visitors. We believe that effective policing requires strong partnerships with community organizations, local businesses, and individual community members, and we are committed to building and maintaining these relationships.
Dufferin OPP is responsible for providing policing for the Town of Shelburne, with the Shelburne Detachment located at 506312 HWY 89, Mono, ON L9V 1H9. Policing is carried out under the direction of the local Detachment Commander, Inspector Michael Di Pasquale.
Prior to February 2021, the Town of Shelburne received policing from the Shelburne Police Service, formed in 1879.

Pursuant to the CSPA, municipal governments are required to develop and adopt Community Safety and Well-Being Plans (“CSWB Plans”) every four years by working in partnership with a multi-sectoral advisory committee. In June 2021, Dufferin County Council and all eight lower tier municipalities (including Shelburne) adopted the Dufferin County Community Safety and Well-Being Plan (2021-2024).

The Board holds both in-camera and public meetings in accordance with the requirements of the CSPA and the Board's governance framework (see below). Meetings may be held in either electronic, in-person, or in a hybrid format.
The Board meets quarterly on the third Tuesday of the month at 6:30pm.

The Board is working on completing the required governance framework to comply with the new requirements under the CSPA effective April 1, 2024. This framework includes an overview memorandum, by-laws, Board local policies, reports and other reference and resource materials. The Board intends to post finalized framework documents as soon as possible following final Board approval.
