The Town's plans, studies and reports are an important part of how we meet and set goals for the development of our community. Read and explore the documents that guide our Town.
The Active Transportation Study aims to promote active living, improve the existing trail system and implement a new active transportation plan in the Town. The study involved consultation with the public through a variety of workshops and interviews. Some recommendations include, creating an outdoor trail system, an indoor trail, raising funds to support trail development and promote trail use to the public.
Shelburne’s Asset Management Plan outlines a strategic approach to the management of infrastructure and other municipal assets. The goal of asset management is to minimize the cost of asset ownership while maximizing the value residents receive from the service each asset provides.
Passed in December 2017, Ontario Regulation 588/17 set forth expectations and deadlines for municipalities to report on their asset management activities. In compliance with this legislation, Shelburne passed an update to its Asset Management Plan in June 2022.
The June 2022 update to Shelburne’s Asset Management Plan reviews the following asset categories:
1) Bridges
2) Culverts
3) Roads
4) Stormwater
5) Wastewater
6) Water
For each category, the number of assets, replacement cost, performance, and management strategy is examined in detail. Additionally, the June 2022 update to Shelburne’s Asset Management Plan looks at projected population and economic growth, and how it may impact the Town’s asset management strategy.
The Town of Shelburne Council has placed significant importance on developing Strategic Priorities to guide their term of office. This is the first time a Council has developed their own strategic priorities and plan. Council’s Strategic Priorities is a blueprint for how Council will make thoughtful decisions about the Town’s future to ensure its success.
The Town has approved a detailed Design Criteria Policy Manual which includes operational standards and other criteria specific to development in the Town.
The Economic Development Strategic Plan focuses on attracting economic investment to our community. We plan to meet this goal by creating a common brand for the Town, promoting local industrial and commercial development and revitalizing the downtown area.
Ontario Regulation 507/18 came into effect January 1, 2019 replacing Regulation 397/11 which received Royal Assent in May of 2009 and was intended to attract new investment, create new green economy jobs and better protect the environment.
As part of the protection of the environment, the Province requires that by July 1st of each year all Public Agencies will produce an Annual Summary of Energy Consumption and Greenhouse Gas Emissions which is submitted to the Province and available to the public for review. As part of the regulation an Energy Conservation and Demand Management Plan must be created and updated every 5 years.
The Town's Official Plan guides future land use, transportation and development policies to manage the growth of our community. Our aim is to create an environment that encourages economic development while still maintaining the culture and heritage of our Town.
The Parks Master Plan focuses on outdoor parks, open space and trail resources with the intent to guide the growth and development of parks and outdoor spaces in Town. This plan outlines the mission and goals for park development, creates a policy framework for the development and identifies specific projects and investments.

General Information and 2006 Park Management PlanFiddle Park is the largest park property in Shelburne. The total property area is 114.5 acres, of which 83.5 acres are protected natural heritage features and 31 acres is open space containing the existing park facilities in the central area of the park. The current location of Fiddle Park along the east side of County Road 11 (2nd Line) in the south-east area of Shelburne was established in 2006. At that time, the Fiddle Park Management Plan was created to guide the development of the park primarily to support tourism and recreational activities in addition to the annual Fiddle Fest event. Camping sites and site services, a washroom and concession building, parking, trails and signage were developed. A management model for the park was also established and for many years the event programming in the park was coordinated by the Fiddle Park Committee. 2009 Parks Master PlanIn 2009, the Town created the first Town-wide Parks Master Plan for Shelburne. The 2009 Master Plan reflects the desires expressed by the community for increasing community use of Fiddle Park. Continued improvements to Fiddle Park were recommended to support increased community access and use. 2019 Community Improvement PlanPlanning for the continued evolution of Fiddle Park as a community destination park was also identified through the Town’s Community Improvement Plan (CIP) completed in 2019. Big Move #7 recommended in the CIP is to redesign Fiddle Park as a community hub. The Town of Shelburne, County of Dufferin and Ministry of Transportation has developed the Shelburne East Area Transportation Study. This plan is to guide the development of the eastern portion of the Town's transportation system to meet the needs of existing residents, business owners, as well as accommodate growth.
The Town of Shelburne is updating its 2003 Water and Wastewater Servicing Master Plan (WWSMP) to ensure that its current and future water and wastewater infrastructure needs are met. Under the Class EA process, the Town will evaluate alternative means of providing safe, cost-effective, sustainable, and reliable water and wastewater services.
