Development Charge Annual Summary

Shelburne is an attractive place for land developers and we encourage new development throughout the town. Although new development contributes to our economy in a variety of ways, it also causes additional costs. Such as, the cost to accommodate and maintain the new development, i.e. roads, water and sewer infrastructure, community centres and fire protection.

Development charges help to cover these costs and ensure the burden doesn't fall on the taxpayer.

Other local organizations also change development fees. This includes the County of Dufferin and Upper Grand District School Board

The fees we charge are regulated by Ontario's Development Charges Act. The Act outlines that we must conduct a background studies on every new development to determine the fees we'll charge. Each study includes:

  • A forecast of the number, type and location of planned housing units, population and non-residential development anticipated in the city.
  • The average capital service levels we've provided over the previous 10 years.
  • Future capital projects, which includes analyzing gross expenditures, funding sources and net expenditures that we've either incurred or will incur, to provide for the expected development.

The Town collects development charges before issuing a Municipal Approval for a building and renovating permit. All development charges are included in the cost of a building and renovating permit
