Open Positions

Expression of Interest – Hearing Officer (Independent Contractor)

The Town of Shelburne is seeking Expressions of Interest from qualified individuals (or firms with qualified staff) to serve as an Independent Hearing Officer for a five (5) year term (2025–2029), in accordance with the Town’s Administrative Monetary Penalty Bylaw (AMPS).

The Hearing Officer will act in a quasi-judicial role, conducting and adjudicating hearings related to the Town’s AMPS program, which currently to parking and non-parking bylaw infractions.

Qualifications

Interested parties should demonstrate the following:

  • Membership with the Society of Ontario Adjudicators and Regulators and/or the Law Society of Ontario
  • Post-secondary diploma or degree in law, enforcement, mediation, arbitration, or a related discipline
  • Experience in administrative law, adjudication, or mediation, including hearings before tribunals or Provincial courts
  • Knowledge of the Municipal Act, 2001, the Statutory Powers Procedure Act, and applicable municipal bylaws
  • Strong ability to render clear, reasoned written and oral decisions
  • High ethical standards, sound judgment, and integrity
  • Computer literacy (Microsoft Office, Adobe, DocuSign); familiarity with GTechna is an asset

Additional Requirements

  • Independent from the Town of Shelburne and free from conflicts of interest
  • Flexibility to provide services on a part-time basis (approx. 1–2 days/month)
  • Must not currently be indebted to, or have active by-law matters with, the Town
  • Must not have been a municipal employee or elected official within six (6) months prior to appointment

Compensation

  • $600 per full day / $300 per half day (per diem basis)
  • No reimbursement of mileage or transportation costs
  • No guarantee of minimum days of work
