Building 

The Building Officials work with builders and owners to ensure building codes are met to make sure that every structure built in Shelburne is built safely.

We must approve plans for any new structure, addition or renovation. A Building Permit is your formal permission to start construction or demolition.

The building permit process protects the interests of homeowners and the community, ensuring that new structures and structural changes are safe, legal and sound.

Planning and Zoning

In Shelburne, municipal planning services are provided by Planning staff. The Town of Shelburne is responsible for the review, development and implementation of land use policies and By-laws.

What is the Clerk's office responsible for?

The Clerk's Office and staff provide corporate, customer and statutory services to the public, other departments and external agencies. A few of the key activities include:

• operate the Clerk's Office in accordance with the statutory requirements of the Municipal Act, Planning Act and other related statutes, as well as directions from Council and the CAO
• provide legislative support to Counciland Committees
• prepare Agendas, Minutes, By-laws, Policies and Agreements and related corporate documents;
• commission documents, issue marriage licenses, conduct civil ceremonies, issue burial permits;
• record Council and Committees proceedings and maintain the official records of the Municipality (by-laws, minutes, policies, agreements etc.);
• respond to requests for access to municipal records received under the Municipal Freedom of Information and Protection of Privacy Act
• serve as a general information office with respect to a broad range of inquiries from the public;
• conduct municipal and school board elections
• provide animal licensing, municipal lottery licensing program; taxi licensing and outdoor vendor licensing;
• provide secretarial services and administrative support to Municipal advisory committees, and ad-hoc committees as determined by Council;

What is Development and Operations responsible for?

The Town of Shelburne has approximately 80 lane km of road surface and approximately 25 km of sidewalk (as of 2019). 

Development and Operations is responsible for road maintenance, repairs and winter control in accordance with Minimum Maintenance standards (Ontario regulation 239/02) set by the province.  Staff work duties include repairing potholes, maintaining Town owned parking lots, streetlights, boulevard tree maintenance, gravel shoulders and ditches, storm sewers, catch basins, gravel road grading, and sidewalks.

Winter control maintenance is performed under a priority system.  Primary roads such as Greenwood Street, Fiddle Park Lane, Simon Street and Victoria Street will be cleared first, followed by local residential streets, crescents and courts.

Development and Operations staff maintains Town of Shelburne parks, sports fields and cemetery.

What is the Director of Development and Operations responsible for?

The Director of Development and Operations manages and oversees the Town’s roads, storm water drainage, water and wastewater systems and works with our Municipal Engineering consultants on a wide range of projects and capital works. The Town has established design standards on all municipal services as a guideline for developers to improve subdivision plans and agreements with the Town.  The Director of Development and Operations will inspect all phases of new development to ensure the criteria is followed.

Economic Development  

The Economic Development Committee advises and makes recommendations to Council regarding policies, strategies, and the implementation of plans, to support and enhance the Town of Shelburne’s business and economic development. The Economic development committee is comprised of 9-members appointed by council - Economic Development Committee (EDC). EDC members are community ambassadors who assist in the development of Economic Development policy

The financial services department is responsible for:

• monitoring and implementing financial policies that support the Municipality
• ensuring the financial integrity of the Municipality
• fulfilling of statutory and legislated requirements
• preparing and monitoring Municipal Budgets
• ensuring all the User Fees and Charges are current 
• preparing and filing all Municipal Financial Statements and Performance Measures to the public and ministries
• reviewing and monitoring Municipal Asset Management Plan and Policy
• processing all Property Taxes for the Municipality, County and School Boards as required

The finance department works to keep taxes at a reasonable level in order to sustain the Municipality's operations.

The Water and Wastewater department is responsible for:

The Water and Wastewater department shares responsibility with Ontario Clean Water Agency for the maintenance and operation of the Town's water and wastewater services. 

The Water Division is responsible for:

• water meters
• water distribution systems and reservoirs
• water shut offs
• water-main breaks
• service locate requests
• flushing and swabbing of water distribution systems 

The Wastewater Division handles all matters related to:

• sanitary sewers and blockages
• maintenance of Pumping stations 

Ontario Clean Water Agency is the contractor that handles all matters related to:

• operations at the Sewage Treatment Plant for the Town of Shelburne.
• drinking water reports and communication with the Ministry of the Environment

• water sampling and testing.
