Active Transportation Study

The Active Transportation Study aims to promote active living, improve the existing trail system and implement a new active transportation plan in the Town. The study involved consultation with the public through a variety of workshops and interviews. Some recommendations include, creating an outdoor trail system, an indoor trail, raising funds to support trail development and promote trail use to the public.

Asset Management Plan

Shelburne’s asset management plans provide Council, staff, and the public with an understanding of the state of municipal infrastructure and outline the Town’s strategy for managing infrastructure and other capital assets.

Each asset management plan summarizes the Town’s capital asset portfolio including quantity, replacement cost, age, and condition, while also outlining the level of service, lifecycle strategy, and risk management for all assets.

Filed under the Infrastructure for Jobs and Prosperity Act of 2015, Ontario Regulation 588/17 titled Asset Management Planning for Municipal Infrastructure sets forth expectations and deadlines for municipalities to report on their asset management progress.

As of June 23, 2025, the Town of Shelburne has adopted three asset management plans written for compliance with Ontario Regulation 588/17.

Councils Strategic Priorities

The Town of Shelburne Council has placed significant importance on developing Strategic Priorities to guide their term of office. This is the first time a Council has developed their own strategic priorities and plan. Council’s Strategic Priorities is a blueprint for how Council will make thoughtful decisions about the Town’s future to ensure its success.

Design Criteria

The Town has approved a detailed Design Criteria Policy Manual which includes operational standards and other criteria specific to development in the Town. 

Economic Development Strategic Plan

The Economic Development Strategic Plan focuses on attracting economic investment to our community. We plan to meet this goal by creating a common brand for the Town, promoting local industrial and commercial development and revitalizing the downtown area.

Energy Management Plan

Ontario Regulation 507/18 came into effect January 1, 2019 replacing Regulation 397/11 which received Royal Assent in May of 2009 and was intended to attract new investment, create new green economy Careers and better protect the environment. 
As part of the protection of the environment, the Province requires that by July 1st of each year all Public Agencies will produce an Annual Summary of Energy Consumption and Greenhouse Gas Emissions which is submitted to the Province and available to the public for review. As part of the regulation an Energy Conservation and Demand Management Plan must be created and updated every 5 years.

Official Plan

The Town's Official Plan guides future land use, transportation and development policies to manage the growth of our community. Our aim is to create an environment that encourages economic development while still maintaining the culture and heritage of our Town.

Parks Master Plan

The Parks Master Plan focuses on outdoor parks, open space and trail resources with the intent to guide the growth and development of parks and outdoor spaces in Town. This plan outlines the mission and goals for park development, creates a policy framework for the development and identifies specific projects and investments.

Shelburne East Area Transportation Study

The Town of Shelburne, County of Dufferin and Ministry of Transportation has developed the Shelburne East Area Transportation Study.  This plan is to guide the development of the eastern portion of the Town's transportation system to meet the needs of existing residents, business owners, as well as accommodate growth.

Water and Wastewater Servicing Master Plan

The Town of Shelburne is updating its 2003 Water and Wastewater Servicing Master Plan (WWSMP) to ensure that its current and future water and wastewater infrastructure needs are met. Under the Class EA process, the Town will evaluate alternative means of providing safe, cost-effective, sustainable, and reliable water and wastewater services.
